That's true, he could change his mind. At the moment, however, I think the plan is for him to stay. That would be my best guess. Emphasis on "guess"...

Big, big update on this today. The Mirror - which I admit hasn't been a very reliable source for Doctor Who spoilers - is reporting that "BBC bosses want Doctor Who to feel like 'a brand new show' in 2018" and "[Chris Chibnall] will have a 'clean slate' to start afresh for his first series." It wouldn't surprise me if the Mirror is right about Doctor Who related issues less than 50% of the time. Therefore, because they published this article, Capaldi is now less likely to leave I kind of hope he does leave. Doctor Who is becoming less and less acessable - to understand parts of Series 9, you had to have watched the previous seven-years-worth of the show. That's great for hardcore fans, but for everyone else...not so much. Series 4 was in the same position (although to a much lesser degree), and having a new Doctor, companion and showrunner all at once in Series 5 created a jumping-on point for new viewers.

Although, the credibility of the article was lost when they added in: Our spoiler-sport source whispers: “Episode three of the new series features the snake monster that lives under the Thames.
“Then in episode four, we find out why our floorboards squeak – there are giant woodlice in there. Another episode features killer robots that have emoji faces. They like to give hugs, then reduce their victims to skeletons.”Surely not? They had an opportunity to create a jumping-on point with "Deep Breath" - although that would've been difficult with Clara still around. I'm hoping he does leave... just so I can say I was right!

Steven Moffat has written in DWM that he has "no reason to suppose that [he's] writing out a Doctor" in series 10. So presumably Peter will stay on? - unless he makes a late decision or (more likely) Moffat is lying. That Peter's going to stay on? You said that there's only been speculation - the showrunner confirming it is more than speculation, in my opinion. At the moment, however, I think the plan is for him to stay.
